The Ministry of Ports, Shipping & Waterways
(MoPSW) is preparing for Special Campaign 4.0, which will run from October 2 to
October 31, 2024. This initiative aims to institutionalize cleanliness and
tackle backlog issues within the ministry's operations. To ensure the
successful implementation of this campaign, comprehensive preparatory steps are
being taken. The ministry has shared detailed guidelines with all organizations
and public sector units (PSUs) under its administrative control. The Secretary
of MoPSW has also conducted multiple review meetings with ministry officials
and the heads of various organizations and PSUs to facilitate readiness for the
campaign and establish clear targets. During the Preparatory Phase, which runs
from September 16 to September 30, 2024, the ministry is reviewing pending
references along with both physical and electronic files/records. This review
aims to identify specific targets to be achieved during the campaign phase. So
far, 164 cleanliness campaigns have been planned, and approximately 21,200
physical and electronic files have been earmarked for review during this
period. Reflecting on the achievements from the previous iteration, Special
Campaign 3.0, the MoPSW saw significant progress in reducing backlogs. During
that campaign, the ministry successfully addressed outstanding references from
Members of Parliament, state governments, other ministries, and the public,
while also clearing Parliamentary Assurances. Approximately 212,000 files were
reviewed, with around 28,000 files weeded out. Furthermore, about 118,000
e-files were closed, and 36 rules were simplified to improve efficiency. The
ministry also generated a revenue of ₹21.25 crore through scrap disposal, which
helped free up nearly 72,000 square feet of space. These accomplishments
highlight the effectiveness of such campaigns in streamlining operations and
enhancing service delivery within the ministry. As Special Campaign 4.0
approaches, the MoPSW is committed to embedding cleanliness and efficiency into
its daily operations, ensuring that these values are not just temporary but
become a permanent part of the organizational culture.
