IMO has created a toolkit to help maritime companies guard against Security threats from insider.

The IMO has introduced a new Insider Threat Toolkit to help the global maritime industry better manage and respond to insider threats. These threats come from employees who might cause security incidents either accidentally or intentionally, through negligence, complacency, or malicious intent. Insiders can be particularly dangerous because they have access to secure areas, sensitive information, and crucial systems, making them valuable targets for terrorists and organized crime groups looking to exploit vulnerabilities in maritime security. To address these risks, the IMO collaborated with the International Civil Aviation Organization (ICAO) to develop this toolkit. It provides detailed guidelines on best practices for enhancing security, including thorough background checks and employee vetting, strict access control measures, regular patrolling and surveillance, and the integration of advanced technologies and artificial intelligence. These measures aim to help maritime organizations strengthen their defences and reduce the risk of insider threats effectively. The toolkit can be used by any organization operating in the maritime environment, including Maritime Administrations, Designated Authorities, shipping companies, port operators and other maritime stakeholders.
