The vessels NS Champion, Viktor Bakaev, and HS Atlantica were named for carrying Russian Urals crude above $70 per barrel. This move is part of Washington's ongoing efforts to enforce punitive measures against Russia in response to its invasion of Ukraine. The sanctions block assets of the listed tankers and owners in the U.S. or in possession of U.S. persons, with a general license allowing limited safety and environmental transactions until Feb. 29.
